In the five years following the passage of federal welfare reform law, the labor force participation of low-income, single mothers with young children climbed by more than 25 percent. With significantly more hours spent outside the home, single working mothers face a serious childcare crunch—how can they provide quality care for their children? In Putting Children First, Ajay Chaudry follows 42 low-income families in New York City over three years to illuminate the plight of these mothers and the ways in which they respond to the difficult challenge of providing for their children's material and developmental needs with limited resources. Using the words of the women themselves, Chaudry tells a startling story. Scarce subsidies, complicated bureaucracies, inflexible work schedules, and limited choices force families to piece together care arrangements that are often unstable, unreliable, inconvenient, and of limited quality. Because their wages are so low, these women are forced to rely on inexpensive caregivers who are often under-qualified to serve the developmental needs of their children. Even when these mothers find good, affordable care, it rarely lasts long because their volatile employment situations throw their needs into constant flux. The average woman in Chaudry's sample had to find five different primary caregivers in her child's first four years, while over a quarter of them needed seven or more in that time. This book lets single, low-income mothers describe the childcare arrangements they desire and the ways that options available to them fail to meet even their most basic needs. As Chaudry tracks these women through erratic childcare spells, he reveals the strategies they employ, the tremendous costs they incur and the anxiety they face when trying to ensure that their children are given proper care. Honest, powerful, and alarming, Putting Children First gives a fresh perspective on work and family for the disadvantaged. It infuses a human voice into the ongoing debate about the effectiveness of welfare reform, showing the flaws of a social policy based solely on personal responsibility without concurrent societal responsibility, and suggesting a better path for the future.
Children's Early Text Construction
For decades, research on children's literacy has been dominated by questions of how children learn to read. Especially among Anglophone scholars, cognitive and psycholinguistic research on reading has been the only approach to studying written language education. Echoing this, debates on methods of teaching children to read have long dominated the educational scene. This book presents an alternative view. In recent years, writing has emerged as a central aspect of becoming literate. Research in cognitive psychology has shown that writing is a highly complex activity involving a degree of planning unknown in everyday conversational uses of language. At the same time, developmental studies have revealed that when young children are asked to "write," they show a surprisingly sophisticated understanding of the representational constraints of alphabetic writing systems. They show this understanding long before they can read conventional writing on their own. The rich structure of meanings involved in the word text provided the glue that brought together a group of scholars from several disciplines in an international workshop held in Rome. Reflecting the state of the field at the time, the majority of the workshop participants were scholars working in languages other than English, especially the romance languages. Their work mirrors a linguistic and psychological research tradition that Anglophone scholars knew little of until recently. This volume provides English-language readers with updated versions of the papers presented at the meeting. The topics discussed at the workshop are represented in the chapters as follows: * the relationship between acquisition of language and familiarity with written texts; * the reciprocal "permeability" between spoken and written language; * the initial phases of text construction by children; and * the educational conditions that facilitate written language acquisition and writing practice.
The Development of Child Protection Law and Policy
This book examines how child protection law has been shaped by the transition to late modernity and how it copes with the ever-changing concept of risk. The book traces the evolution of the contemporary child protection system through historical changes, assessing the factors that have influenced the development of legal responses to abuse over a 130-year period. It does so by focussing on the Republic of Ireland where child protection has become emblematic of wider social change. The work draws on a wide range of primary and secondary sources including legislation, case law and official and media reports of child protection inquiries. It also utilises insights developed through an extensive examination of parliamentary debates on child protection matters. These materials are assessed through the lens of critical discourse analysis to explore the relationship between law, social policy and social theory as they effect child protection. While the book utilises primarily Irish sources, this multidisciplinary approach ensures the argument has international applicability. The book will be a valuable resource for all those with an interest in the development of child protection law.
