This study of a more meaningful approach to the teaching of elementary school arithmetic results from the efforts of the Central New York School Study Council. The study was carried on during the school year 1949-50 by the Committee on Flexibility made up of elementary school supervisors and principals. Teachers were directly involved throughout, working intensively on meaningful approaches to arithmetic. While this cannot be a final report, the teacher created practices and test items are tangible evidence of achievement. The most significant results, however, are the changed attitudes and instructional techniques on the part of teachers, and the improved learning experiences of pupils.
