Abstract: Disasters result from breakdowns in the relationship between man and his environment. They are precipitated by man-made or environmental factors. Five operational activities are applicable to all disasters: 1) immediate post-disaster relief; 2) short-term rehabilitation; 3) reconstruction; 4) disaster mitigation and prevention; 5) preparedness for relief. The guide emphasizes: 1) preparedness planning for post-disaster relief operations; and 2) implementation of food supply, nutrition, medical, and health relief strategies. Important activities to support food and medical relief are included. The section on rehabilitation and reconstruction activities help to merge immediate action programs with long-range plans. Procedures for action may be defined in a series of workshops. Simple, inexpensive studies should fill gaps in information. Recommended actions are listed.
