Au Mali, la crise a été le résultat immédiat du fatalisme et de l'irresponsabilité de beaucoup de ses dirigeants. Pour le démontrer, il faut remonter aux sources de la crise, à ses conséquences, à l'intervention française, et à la gestion des autorités politiques de Transition. Et, il serait aussi utile de s'interroger sur les perspectives pour l'État du Mali. Quand une nouvelle rébellion éclata à Kidal, le 17 janvier 2012, on attendait du Président-Général de la neutraliser, à défaut d'avoir pu la prévenir malgré les multiples signes d'alerte. La déception fut totale. Immédiatement après le début des hostilités, de nombreux militaires Touaregs désertèrent les camps et les postes de déploiement, avec armes et renseignements, pour rejoindre les rebelles. En quelques semaines, leur avancée fut fulgurante. Ils mirent en déroute la petite présence militaire malienne dans la région, massacrèrent une centaine de prisonniers à Aguelhok, et repoussèrent les renforts. Ces batailles ont pris des semaines avant que Kidal ne tombe.
